All four children found safe after Amber Alert was issued, mother being charged with abduction

Cleveland police have safely located four children and their mother after an Amber Alert was issued for the family Saturday afternoon. 

The Amber Alert was issued at noon after the police said the father, who has custody of all four children, reported the children missing.

According to authorities, 23-year-old Brianna Harris fled the area of 440 East 146th Street in Cleveland with the four young children around noon on Friday, in a blue Toyota Corolla.

Police say Harris is bipolar and has schizophrenia and was off her medication at the time she took the children. She is the non-custodial parent of the four children, authorities said.

The four children are two-year-old fraternal twins, a four-year-old girl and a seven-year-old boy. The main concern during the search for the children was the critical medical needs of the female two-year-old. 

According to authorities, the two-year-old had recently undergone surgery on her abdomen and had a tracheotomy. She needs oxygen 24-hours a day, and is also on a feeding tube. 

At approximately 5:30 p.m. Cleveland police located the vehicle on Dickens Avenue in Cleveland, however the family was not with the car. 

Fifteen minutes later, authorities located all four children safely with Harris at 1300 Superior Avenue. The children were all evaluated and provided with the necessary medical attention and are believed to all be in good health. 

The Department of Child and Family Services will be taking custody of the children at this time.

According to court records, Harris had an open warrant out for her arrest from May 10th of this year. 

The warrant was issued after Harris failed to appear at her probation appointment. Harris was on probation for past charges involving aggravated assault in 2014. 

Harris is being charged with abduction and endangering children. Authorities say additional arrests are possible as the investigation is still open.
