Police: Boy found wandering alone in East Cleveland may have been previously tied up

East Cleveland police have located the parents of a child who was found wandering alone Sunday morning. 

Police say the parents did not even realize the child was missing and were extremely intoxicated when they were located. 

The 6-year-old boy was found around 8 a.m. in the area of Hayden and Elsinore Avenues. 

Police say there were linear burn marks on the child's wrists, which may indicate that he had been tied up at some point. 

The parents, Earcielee Chisholm and Demershion Taylor, were arrested Sunday evening. 

Cuyahoga County Children Services were contacted to take custody of the other children who were living in the home. 

The parents were arraigned in court on Thursday and charged with permitting child abuse, endangering children, felonious assault and kidnapping.  

They are currently being held in jail in lieu of a $1 million bond. They are both scheduled to appear in court on Oct. 16th.
