Five drivers experienced flat tires on Cedar Road in University Heights on Thursday due to a steel plate that had been displaced.
According to University Heights police, the steel plate was placed on Cedar Road near Green Road for construction related to the Cleveland Division of Water.
The plate was somehow moved, causing cars to hit a hole.
No injuries were reported.
