School levies are on the ballot. After this, big changes in Ohio.

COLUMBUS, Ohio — With more than 100 school levies on Tuesday's ballot, districts are urging voters to show up for the kids.

For 15 years, Parma voters have rejected the school district's pleas for help. If history repeats itself, there could be major changes coming to classes. But they aren’t the only ones who could face challenges.

Parma is just one of the 108 school districts across the state that have levies on the ballot, but the school says they are one of the districts that needs it the most.

"We're really trying to frame this up as an opportunity for the future, an investment in our students and allows us to strengthen and protect what we have," Parma Superintendent Dr. Scott J. Hunt said.

The levies range from current expenses to renovations to emergency requirements, which is what Parma has.

Because the district hasn’t passed a new levy in over a decade, it is asking for about $23 million over the next ten years. Hunt explained that this year, the school is facing a loss of $5 million in state dollars and more than $1 million in federal.

Nonpartisan research group Policy Matters Ohio found that the state slashed the expected public education spending by nearly $3 billion over the next two years.

"We continue to lose money, and costs to operate the district continue to rise," Hunt said. "If we were to pass a levy, then we don't necessarily have to ask our taxpayers again to support us."

For residents, a yes vote on Issue 49 would mean paying $20 per month for a home valued at $100,000.

When Parma’s previous levies failed, the districts just put them right back on the ballot. But the stakes are higher this time around — because if they and the eight other schools with emergency levies fail, they won’t be able to try again.

Legislators changed state law starting after the November election, so districts will no longer be able to put emergency levies on the ballot or request an increase to a current levy. That legislation eliminated levy replacements on property taxes for all political subdivisions.

"End confusing tools that make it just easier for our homeowners to continue to increase and increase and increase their burden," state Rep. David Thomas (R-Ashtabula) said about the legislation.

Lawmakers say it's to provide much-needed property tax relief to homeowners and to curb an effort to abolish property taxes in the state.

Some school districts, like Amherst Exempted Village Schools, say they understand that. Their voters will see a proposed five-year operating levy in the form of a 1.5% income tax.

"We're trying to do something kind of different and also wise, and that is trying to support and diversify our revenue in case that happens," Mike Molnar, superintendent of the district, said.

"What happens to Parma if this levy fails?" I asked Hunt.

"So if this fails, we'll regroup... We're a district that we spend about 83% our budget on human resources — people, teachers, support staff, custodians, bus drivers — and so that's typically where you look first, because that's our biggest cost," he responded.

"So, cutting people," I replied.

"Cutting people, which impacts programs, which negatively impacts our kids and our families," the superintendent responded.
