Willoughby Hills City Council hosted their first council meeting after six council members were ordered to be removed by Mayor Robert Weger last week.
A visiting judge issued a temporary restraining order restoring their jobs on Tuesday.
Residents packed Willoughby Hills City Hall and expressed their anger and concerns.
The council hosted a hearing before the meeting to consider changing nine charter amendments.
One of the revisions would change the section Weger tried to use to get rid of the six council members.
Weger's bid to remove the council members can continue if he decides to make an appeal to the judge for a final ruling within the next 10 days.
