CLEVELAND — Dean Roff, of Homeless Hookup CLE, is teaming up with Blessed Hope Missionary Baptist Church to hand out survival packets to people without shelter as freezing temperatures arrive in Cleveland this week.

"In Cleveland, it's not a homeless situation in the winter, it's a life or death situation," Roff said.

The packets include sleeping bags, hand warmers, hats, gloves and socks.

"A lot of times, the shelters, they get filled up, they don't get there in time, a lot of people, they didn't abide by the rules, they get kicked out, they might not abide by the rules, but that's no reason they need to freeze to death," he said.
