Corrections officer sued for 'brutal attack'

A Cuyahoga County resident is suing a corrections officer as well as the county for a "brutal attack" she endured while being booked into the Euclid City Jail last January. 

According to the complaint filed Tuesday, former corrections officer Madeline Chappell tackled resident Lucille Dumas and sprayed her in the face with pepper spray while she was being booked for a traffic offense.

Chappell was placed on administrative leave in March after she was indicted on charges of assault, unlawful restraint and kidnapping in connection with the attack.

The prosecutor's complaint obtained by newsnet5.com at the time also accused Chappell of dumping several containers of water on Dumas' face and then hitting her in the face with the container.

"I was scared for my life," Dumas told newsnet5.com. "I want to know why? I want to ask her why? What did I do to her."

Chappell pleaded guilty to assault in December, according to court documents. Her other charges were dropped as part of the plea deal but she had to agree to resign from her position with the county. 

The lawsuit filed Tuesday alleges that excessive force was used against Dumas and that she was denied equal rights because of her race.
