South Euclid Police said it's a dubious all-time record, arresting 45-year-old Christopher "Spanky" Moore just 18 minutes after he was released from their jail.
Police said Moore just got done serving 90 days for theft, but was caught minutes later allegedly shoplifting at the CVS and Walgreens store on Mayfield Road just blocks away from the jail.
Police reported the incident marks the 76th time Moore has been arrested since 1994.
South Euclid Police Lieutenant Joe Mays told newsnet5.com repeat offenders make up about 50 percent of the jail population in any given month.
Mays pointed out South Euclid Police body cam video involving the arrest of Eric Williams Sr. just last week.
South Euclid officer Pete Amato is shown in the video catching Williams allegedly stealing a microwave from the United Church of Christ.
The video shows Amato making a level headed arrest, even after discovering Williams had an outstanding theft warrant in Willowick.
Williams was also wearing an ankle bracelet on a previous case out of Cleveland.
Mays believes some repeat theft offenders could have drug or mental issues, or may have an addiction or severe financial issues.
Mays agreed the toughest part is figuring out how repeat offenders can get the help they need, if they're willing to accept it.
"I wish I had that answer," said Mays. "I think if I had that answer I'd probably be conducting seminars at a university."
Mays reported other Northeast Ohio police departments have contacted South Euclid Police asking to question Williams in connection with theft cases in their cities.
