The child is now in CPD custody and her mother has been identified.

Before police arrive

A neighbor walking her dog told police she saw a black Lincoln drive up and take the 3-year-old girl.

The female driver of the SUV and the passenger, later identified as 48-year-old Raymond Wright, picked up the child and began taking her door-to-door, to find her guardians, according to a witness and Cleveland police.

Wright and the driver later returned and got into an argument with the neighbor walking her dog, a Cleveland police report states. The argument turned physical. The driver attacked the neighbor, punching her and kicking her. Wright pushed the neighbor’s 12-year-old daughter down and kicked the dog, the report states.

Police arrive

When authorities arrived on the scene, Wright, told police that the driver was his child’s mother, but not the mother of the 3-year-old girl.

Wright said he did not know the 3-year-old girl but they drove off with the child before they returned to the scene.

Police asked Wright the name of the woman, but he was unable to provide a definite name, stating he has eight different mothers of his children.

Wright showed signs of intoxication and smelled like alcohol, police said.

A witness confirmed the incident with police and positively identified Wright as the person who assaulted the 12-year-old and her dog, according to authorities.

The witness said the driver did knock on several doors around the area before getting into an argument with the woman.

The neighbor who said she was attacked told police she was in fear for the 3-year-old child’s life and thought the couple was trying to kidnap the girl.

Police observed what appeared to be a broken tooth in the neighbor’s mouth, but she and her 12-year-old daughter refused medical treatment on scene.

Charges

Wright was arrested and charged with assault, kidnapping, falsification, cruelty to animals and felonious assault.

The driver left the scene before police arrived and has not yet been identified.
