According to court records, Dugger inappropriately touched two 15-year-old girls between May and October 2018. The indictment doesn’t specify where the incidents took place or if the two additional victims are students where he worked as a guard.

Dugger was originally indicted Nov. 30, 2018, on multiple charges relating to the sexual assault of a special needs student. He was charged with two counts of rape, two counts of sexual battery and one count of importuning. According to the indictment, the grand jury classified him as a sexually violent predator.

The school district suspended Dugger when the allegations surfaced.
