Carlos Garcia-Toro is wanted by the U.S. Marshals Service and the Cleveland Police Department for the homicide of Jose Reyes.
Officials said Garcia-Toro is a suspect in a shooting from March 9 in the 3100 block of West 43rd Street. The incident left Reyes dead and a 15-year-old boy injured.
Garcia-Toro, 25, was described by police as a white man, about 6 feet tall, and weighs 160 lbs. He was also said to have brown hair, brown eyes, and tattoos across his neck. Police believed he had ties to the east and west sides of Cleveland.
