Protesters have gathered near the headquarters of the Cleveland Police First District Headquarters.
Police have blocked off W. 130th Street in anticipation of the protesters.
The protesters are marching in reaction to the announcement that two officers involved in the fatal 2014 shooting of 12-year-old Tamir Rice will not be criminally charged.
