Driver struck and killed pedestrian who was found laying in the road beside a bicycle, OSHP says

WINDSOR TOWNSHIP, Ohio — The Ohio State Highway Patrol's Ashtabula Post is investigating after a 32-year-old man was struck and killed by a vehicle late Monday night in Windsor Township, located in Ashtabula County, according to a news release.

The crash happened at about 11:20 p.m. on Fortney Road, just south of US Route 322.

A Dodge Caravan was traveling southbound on Fortney Road when it struck a bicycle and then a pedestrian, the release states.

Preliminary information reveals the pedestrian was laying in the roadway beside a bicycle when he was struck.

The pedestrian, identified as Justin Galland, 32, of LaGrange, was flown by helicopter to University Hospitals Cleveland Medical Center where he was pronounced dead.

Troopers said in the news release it's unclear when Galland was laying in the roadway. It's also unknown if he was under the influence of drugs or alcohol, authorities said.

The driver was uninjured and is not suspected of being under the influence of drugs or alcohol.

The crash remains under investigation.
