Police have issued a warrant for the arrest of 22-year-old Donnell Lindsey who they said shot the boy.
The Northern Ohio Violent Fugitive Task Force is leading the search for Lindsey.
"We will not rest until he is in custody," Deputy U.S. Marshal Anne Murphy said.

Murphy believes Donnell Lindsey, who also goes by the name "Nell," is still in Cleveland.
"Every homicide is important, every case that comes across our desk is important. But when a 3 year old's life is taken, it hits us all a little bit harder," Murphy said.
There is reward money for information leading to the capture of Lindsey and callers can remain anonymous.
Anyone with information is asked to call 1-866-492-6833.
