Cuyahoga County will take over operations of the Cleveland City Jail.
Cleveland City Council approved the change Monday night. The Cuyahoga County Council still needs to approve it.
According to the county, the agreement will save money for the city while being "cost neutral" to the county.
The agreement also increases accessibility to substance abuse, mental health and other medical services.
